New baby product, or something else?

Stumbled across this article and wondered, as the Babble writer did, is this such a good idea?  I'm pretty sure this is the baby equivalent of a ball gag!  In theory, I can see why this is a good idea, however, in practice, looks like a torture device.  What do you think?
